OK, now I'm thinking a water retardation system might be the ticket. Large tanks (ground level or underground) that detect the saturation levels of the surrounding soil, releasing water as appropriate.

"A buddy":http://brianbehm.com/ pointed out it is/was against the law in some places, "like Colorado":http://bit.ly/nt8y2, because the water needs to flow downstream for farmers, etc. but they're specifically still banning it in (sub)urban areas. Since EcoGeek's pointing out that the increase in non-permeable land is a major contributor to flooding, how about a water delay system. Something that retards the flow, giving the ground more time to absorb?
